Mountains Strategy 2005 - 2008

This Mountains Strategy for the IUCN WCPA Mountains Biome provides guidance and direction for actions to be undertaken by the WCPA Mountains Biome executive and mountain members for the period 2005-2008. The Mountains Strategy (2005-2008) has been officially endorsed by IUCN WCPA Chairman Mr Nik Lopoukhine and Head of the IUCN Programme on Protected Areas, Mr David Sheppard.

 

The Mountains Strategy (2005-2008) is organised into 2 parts:

PART A: GENERAL INTRODUCTION

 

1. INTRODUCTION

This WCPA Mountains Strategy is for the period from 2005 until 2008. Development of the Strategy has benefited from input from the Convention on Biological Diversity 2004 COP 7 decisions; the 2003 IUCN Durban Action Plan; the 2004 IUCN WCPA Savonlinna Finland and Bangkok Thailand planning processes; and, the January 2005 review of the Mountains Strategy (see Part C: Review of Performance).

 

2. BACKGROUND: DEVELOPMENT OF THE (ORIGINAL) 2004-2008 STRATEGY

The original Mountains Strategy (2004-2008) was developed in 2003 by (then) IUCN WCPA Deputy Vice Chair Graeme Worboys and Vice Chair for Mountains Larry Hamilton as a tool to help achieve improved funding and co-ordination for the WCPA mountains theme. It was reviewed by IUCN secretariat staff and the WCPA Executive Committee prior to its release as a draft to a wider IUCN WCPA constituency. The process of development of the final 2004 -2008 Mountains Strategy included input from:

 

·         IUCN WCPA Head Mr David Sheppard and the Programme on Protected Areas team

·         IUCN Commission of Ecosystem Management Head Dr Stephen Edwards and members of his team;

·         Dr Martin Price, Chair of the IUCN Mountains Initiative Task Force

·         IUCN WCPA members following its posting to the IUCN WCPA (Mountains Biome) website for the period May 2003 to November 2003

·         Direct feedback from IUCN WCPA members through an advertised “side bar” event at the September 2003 World Parks Congress in Durban

·         The distribution of 60 copies of the strategy to the 2003 IUCN WCPA Drakensberg Mountains Workshop participants.

 

The comments provided were used to improve the Mountains Strategy and it was formally submitted to the IUCN Secretariat and Chairman of WCPA for final approval in January 2004. The approved Mountains Strategy (2004-2008) was posted on the Mountains Biome Website. It is provided in full in Part C of this document.

 

3. CONTEXT

The IUCN WCPA Mountains Strategy (2005-2008) has been developed in the context of the WCPA 2002-2012 Strategic Plan and the mission, goals and key result areas of the IUCN Programme. The priorities of the 2003 Durban Action Plan and the 2004 Convention on Biological Diversity Conference of Parties (COP 7) decisions on mountain biological diversity (VII/27) and on protected areas (VII/28) have provided direct input to this WCPA Mountains Strategy.

 

The content of the Strategy has also benefited from global mountain conservation initiatives arising from the 1992 Earth Summit in Rio de Janeiro (Agenda 21, Chapter 13), the World Mountain Symposium,2001 in Interlaken, the 2002 Johannesburg WSSD Conference (Chapter 40) and the International Year of the Mountains Global Mountains Summit at Bishkek (The Bishkek Mountain Platform). It is based on the IUCN WCPA Mountain Biome Theme work undertaken by previous Vice Chair Professor Larry Hamilton from 1991 to 2003 and it continues this work. It has benefited from inputs from the IUCN Commission on Ecosystem Management and inputs from the Chair of the IUCN inter-commission Mountains Initiative Task Force.

 

4. SCOPE

The scope of the Mountains Strategy has been confined (for practical resourcing reasons) to priority outcomes related to mountain conservation and mountain protected areas that are achievable and provide maximum benefit to the IUCN’s mission and conservation.

 

5. RESOURCES

Resourcing of the Mountains Strategy is based on the WCPA Mountains Biome budget as defined by the IUCN Programme on Protected Areas Mountains Biome budget (and volunteer time). Only some activities are possible under these budget figures. Sponsorship funding is necessary (and sought) to secure initiatives identified by the Mountains Strategy.

 

6. OUTCOMES

The Mountains Strategy recognizes a need for the delivery of global mountain conservation outcomes. These are achieved through the vision, energy, and commitment of individual IUCN members and their organizations. The Mountains Strategy recognizes the importance of providing a global context, recognising global priorities, and providing guidance, support and expertise for maximizing potential conservation outcomes through the enterprise of network members.

 

 

7. METHOD

The Mountains Strategy relies on the involvement and contributions of IUCN WCPA Mountain Biome Theme members. Their participation is encouraged through continued communication, stimulation and involvement through the WCPA Mountains quarterly newsletter Update; Arborvitae; the IUCN WCPA Bulletin; web site updates; publications; workshops; and, conferences.

 

8. ANNUAL REVIEW

This IUCN WCPA Mountains Strategy (2005-2008) will be reviewed and updated in January 2006.

 

9. PLANNING CONTEXT: THE MOUNTAINS STRATEGY AND THE IUCN WCPA 2002-2012 STRATEGY

This WCPA Mountains Strategy (2005-2008) helps to implement the six key objectives of the IUCN WCPA 2002-2012 Strategy. The IUCN WCPA objectives are:

 

1.      To adapt to and respond to global change

2.      To build a comprehensive global system of mountain protected areas

3.      To improve the effectiveness of mountain protected area (and mountain) management

4.      To manage equitably and with people,

5.      To build a management capacity

6.      To achieve sustainable financing for the mountains program

 

Specific mountain actions within the IUCN WCPA 2002-2012 Strategy have been included within the Mountains Strategy (See Part B of this Strategy where such actions are identified by CAPITALS). The Mountains Strategy priority actions are presented in the context of the six IUCN WCPA objectives.

 

10. WCPA MOUNTAINS BIOME STRATEGIC PRIORITIES

The strategic priorities for the Mountains Strategy have been developed in context (see 3. above). The priority goals determined for mountain protected areas are:

 

1.      To establish additional mountain protected areas (COP 7, Decision VII/28, Goal 1.1)

2.      To effectively manage mountain protected areas (development of principles and guidelines). (COP 7, Decision VII/28, Goal 1.4; Goal 4.1)

3.      To build mountain protected area management capacity (COP 7, Decision VII/27, Goal 3.5)

4.      To manage for sustainable water yields in mountains (COP 7, Decision VII/27, Goal 1.3)

5.      To establish mountain conservation connectivity,-(along the range, and altitudinal to lowlands) (COP 7, Decision VII/27, Goals 1.1, 1.2; COP 7, Decision VII/28, Goals 1.1, 1.2)

6.      To facilitate transboundary mountain conservation management (COP 7, Decision VII/27, Goals 1.1, 2.3; COP 7, Decision VII/28, Goals 1.2, 1.3)

7.      To communication the importance of mountains (COP 7, Decision VII/27, Goal 3.5)

 

11. PRIORITY ACTIONS

Based on these priority goals, the priority actions for the Mountains Strategy (2005-2008) include:

1.      completing a global gap analysis for mountain protected areas (to determining global priorities for establishing new mountain protected areas)

2.      providing new and improved WCPA Mountains Biome communication about mountains

3.      securing financial resources to underpin the Mountains Strategy initiatives.

4.      publishing two capacity building mountain management books in 2005

5.      attending two international conferences in 2005 (capacity building)

6.      producing quarterly editions of Update for WCPA mountain membership capacity building

7.      organising a workshop on mountain conservation connectivity for 2006 (capacity building)

8.      organising a workshop on transboundary conservation management in mountains for 2007 (capacity building)

9.      organising a workshop on mountain ecotourism management for 2008 (capacity building)
